Usable means a written quote for the right part, at your quantity, with a lead time that meets the delivery date.

Full definition of a usable quote

A usable quote names the supplier and offers the exact NSN or an approved part number, and has all four of the following in the supplier’s own email or PDF:

A written unit price that applies to the solicitation quantity and unit of measure.
A lead time that meets the solicitation’s delivery date.
Confirmation that the full quantity is available or can be made.
An explicit date the quote is valid through.

A price-only or verbal reply is never counted as usable. CoC, OEM or authorized-distributor evidence, and whether the supplier may bid DLA directly, are shown as flags for your own diligence.
